Mohammed-Anwar Sadat Adam

Mohammed is the Acting Country Director of OXFAM Ghana. He is an interdisciplinary development professional with 15 years experience in strategy and program leadership, organizational development for civil society and local government, gender, governance, social accountability, development evaluation, and policy analysis for advocacy and policy influencing and reform processes in Ghana and beyond. He has worked within the local government system in Ghana as Governance Capacity Building and Development Management Specialist for a decentralization capacity building project funded by the Canadian Government (2005-2007). In 2007, he led in assessing performance of 26 local authorities as part of a nation-wide performance assessment for local governance performance in Ghana. In the field of research, Mohammed-Anwar’s previous work at Ghana’s Institute for Policy Alternatives allowed him to support the design and conduct of action research on “Participatory Poverty and Vulnerability Assessment in 3 districts in Northern Region” funded by UNICEF and World Bank, the participatory assessment of health insurance for the poor in Ghana and Gender and Decentralisation in Northern Ghana. He has contributed to publishing case studies based on programme experience in Ghana. He recently co-authored publications on civil society sustainability in Ghana and contributed to the Oxfam in Ghana Inequality Report. Mohammed-Anwar currently serves as Head of Programs and Campaigns at Oxfam in Ghana. He manages team of thematic advisors leading the delivery of thematic programs of Oxfam in Ghana’s work at national level complementing influencing, advocacy and campaigns at regional, continental and global levels. He has also been actively engaged with key organizational processes, such as the development of Oxfam International’s Strategic Framework 2020-2030 where Mohammed-Anwar was part of the core team driving the process. He previously led Oxfam in Ghana’s Economic Justice Programme (2009-2017) and acted as Country Director for Oxfam in Ghana on 4 different occasions. Mohammed-Anwar is a faculty member of the Graduate Institute of Geneva and teaches Strategic Project Management.
Mohammed-Anwar Sadat Adam holds Executive Master’s in Development Policies and Practices from the Graduate Institute of International and Development Studies, Geneva (2018), MA in Development Studies from the University of Ghana, Legon (2005), BA in Integrated Development Studies from the University for Development Studies, Ghana (2002), and a Certificate in International Development from Trent University, Canada (2004).
